I know this to be the case in the U.S.A. also. Not far from where I live there is a park at about 2.8 nautical miles from an airport that atracts lots of kite flyers. I see lots of kites flown at high altitude and am sure some of them exeed 500' in altitude but I have never heard of a complaint from the F.A.A. The same park is within about 1,000' of a seaplane landing area technically making it an airport. The park is on the bay and we often see coastguard aircraft flying in the area and once I have never heard of a complaint. I think if we just use common since as we fly our kites we wouldn't want to fly over 500' high around an aerport. I will say however that usually when there have been complaints if they find the kite flyer they siply warn them not to exeed the legal altitude and have them lower the kite or bring it kite in. What I am reading took place here seems to be an example of exessive behavior from the authorities.
